I knew this. (about Detroit, anyway). What I'm saying is that the socioeconomic reality has far shifted away from this.
Again, the point isn't whether or not it's based in New York. The point is that Gotham is so backwards and poor (and corrupt), by the standards the universe sets, it might as well be equivalent to Mexico City. It is the DC-verse's third world.
