Another purpose that the Pycelle character serves in my eyes is to demonstrate that not ALL the schemers have some grand, elaborate end game in mind.
Pycelle is most definitely playing politics- he went behind Tyrion's back to curry favor from Cersei, he played a small role in the demise of Jon Arryn, and of course he's been throwing everyone off by pretending to be much more old and feeble than he really is. But that doesn't mean he's got major ambition, like Littlefinger and Varys seem to. He may simply be seeking to maintain his position at court, where he's well fed and well whored. (Who knows? Perhaps he's got us all fooled, but this seems the most likely scenario to me right now.)
That's what I like about the character. It illustrates the many layers to the game of thrones- some play to win the throne, some play to win a title, and some just play to win a hot meal and a bed.
