It could be a test. It is plausible for Hank to have it purposely be Walt that place this surveillance on Gus because two things can happen:
1) Hank gets intel on Gus. Walt does not tip Gus off. No connection between Gus and Walt.
2) Gus finds the surveillance, which now implicates a possible relationship between Gus and Walt.
