It could be a test. It is plausible for Hank to have it purposely be Walt that place this surveillance on Gus because two things can happen:

1) Hank gets intel on Gus. Walt does not tip Gus off. No connection between Gus and Walt.
2) Gus finds the surveillance, which now implicates a possible relationship between Gus and Walt.

It may be a stretch, but after watching this from next episode for a follow up to that scene.

Also WRT Gus, his potential backstory as a Chilean war criminal/CIA agent/omnilingual extraterrestrial is way more interesting than his sexuality IMO, especially since the show will probably never address his sexuality directly.

One thing that confused me. The surveillance device that Hank gave Walt. Is it just a GPS tracker? Does it have audio and camera? If so, then it would have recorded the scene in the Los Pollos when Walt takes it out of his jacket.

Seemed clear to me it was just a tracking device. No way it has video/audio.

A ****ty tracking device too. How likely is it, that in this day and age, you couldn't get a live tracking device for $300 instead of having something you have to retrieve and plug into your computer? It's a story contrivance.

Yeah I keep forgetting that we haven't progressed that much time-wise from season one, but it's still mostly a story-related issue.
