Ok, that's a good point. It does mean that putting up a pawn will backfire assuming that America nominates one of the HOH's allies, since only one could be vetoed. I think what will happen is that now that they know what's coming future HOH's will figure out not to put up pawns.
I guess my main concern is that (after they figure out the above), without replacement of the nominee if the HOH or one of their allies wins veto it means that America basically loses any power to influence the outcome that week. And even with America's extra vote they'd just be choosing between the HOH's original nominees.
