Horace Greeley was a famous newspaper editor - he founded The New York Tribune, among others - and he was one of the people who were responsible for various news writing rules, like "don't bury the lead." Which Pam told Archer. It means, "always begin with the most important, most interesting part of your story." It's what hooks people into reading the article.
