Think about what would actually happen under your system.
Let's roughly say there are 3 types of regs, A, B, C.
C will stop playing because almost all the time they sit down, they'll be up against A or B, making it an endless cycle of logging in every 30 minutes or losing their bankroll.
Reg B will be up against C or A (nicely speaking, but overtime more As than Cs because of previous line) most of the time... losing money to A over time and not making much against C.
A does okay vs. everyone but keep in mind I am talking types. As Bs and Cs get filtered out of the system, As will find themselves spending more and more time on 30 minute cycles sitting against each other breaking even against each other (but losing to rake) trying to get another drawing for that elusive seat against a fish.
It may encourage reg wars at start while the regs sort themselves out but financial considerations will make the wars increasingly rare.
with enough variance in PLO some regs may not think they are Cs or Bs. Judging from how little reg battling there is at the moment on stars though I would think there would actually be little action going on with Syous's system. We would just have Cumicon sitting every table until a fish comes. (which is pretty much what it is like on stars for mid/high stakes zoom hu; 99% of the time)
This system heavily favours the top regs and every1 else gets raped
