Well what can you put him on? It's one of those spots where most thinking players never bluff because it's so damn obvious, so he either did something wacky like made a bad slowplay or rivered a set.

Or he's a bad player who's thought process was: "Flop: I have a draw! I call. Turn: I have a draw! I call. River: Damn, my draw missed. Only way I can win this pot is to bet, so I'll do that."

If you fold here without close to the nuts, it's extremely exploitable. It's also correct against many players (because very few players would bluff here).
