Villain 3b's 19%, to 20 with his weaker middling'ish 3bettable hands, full pot with his AA and KAJT sorta stuff. He only has a pot button postflop so don't read into his bet size. Only cbets around 50% in 3bp's so he very likely has a piece here. He is going to barrel a ton of turns once he decides to cbet the flop.

As long as you don't fold anywhere you are fine. Can either raise/ship flop or just call and pot/gii on a non 7 turn.

I like raising flop assuming you're going to have bluffs/ semibluffs as well in this spot. This board isn't good for his range so I'd say it's profitable to make that play. Also gives you the option of playing turns your way if he calls.
