The little information provided about villain by OP means you can't automatically draw that conclusion. If villain is a potato fish then AdQ*d* is well within his btn limp range.

Im just getting into PLO, but I can see limping the button with some AdxdQx

I think most of time you're up against 44xx here. His preflop play makes more sense that way.

If you're the villain and had AQxx or Q4xx, wouldn't you rather take a free card on the turn, in position? No sense in stacking off with two more cards to go and knowing most opponents will not fold a Qxxx on the flop, especially with that 4 being such a low card.

If V thinks Hero's x/r range is Qx> then I'd raise Q4 all the time,because I wouldn't expect him to fold after x/raising.
So I'd include AQ+ 44,Q4...dont see how everyone is narrowing it down to exactly 44
