Lol. Calm your tits, bro. The Leaguesafe league hasn't even been up for more than 2 days (since Toerazor changed the amount owed).
I'd say PM/E-mail the non-payers and let them know they need to pay in the next few days (give them an actual deadline), and that failure to pay will cause them to be booted.
Also, Toerazor, you're the commissioner, you should know what teams belong to which 2p2 member and e-mail in case you ever need to contact them. I'm running 4 leagues through 2p2, and I have a spreadsheet that has all of their 2p2 names, e-mail addresses, and team names. So whenever I need to contact somebody, I can whether it's through 2p2/email/whatever.
