If you're rebuilding and just want to take a shot, will take a few 2017/2018 dollars or a 5th round pick for any of the below:

Garrett Richards ($10, expires 2018)
Jurickson Profar ($10, rookie contract to $30 next year)

Also Raul Mondesi ($4, year one rookie deal) is available. At 21 I think there is still some hope for him, looking for any offense better than WW.

Should we clarify whether or not that can count as a counteroffer? Assuming it could since each teams pick has slightly different value, though seems fine if it shouldn't unless in offseason

its up to the person to accept the counter, that's what resets the clock, not an offer.

technically anything could be a counter.

Also, when Levarkin traded Kershaw to Alekhine, Levarkin told me that even if I beat alekhines offer, he would decline because he saw my team as more of a threat.

So I see what your saying, and am open to future rule clarifications etc. But like Levarkin said it's like NYY not trading to Boston. Or the horribly run Chicago White-Sox reportedly not listening to Cubs offers. As long as there isn't collusion, I'm personally ok with it.
