I remember this happening, but for some reason I thought Myers was a 2012 pick, so I thought the initial ruling was ok. This is a bit different though. My thinking is that since teams can trade players mid-auction, thus freeing up space to bid on a new player, we should allow a similar rule for the draft. So if a team trades a prospect mid-draft (assuming they didn't draft that prospect in the current offseason), they should have the chance to fill that slot on their farm team.
I think giving Coff a supplemental pick at the end of the draft would be a good solution. If there are multiple supplemental picks tacked on at the end, should we go with the reverse snake order or use the 1st round order/prior year rank to decide?

Well, leaving Minor on the farm would violate the rookie status rule and potentially throw off Minor's normal service clock if he were to stay there all season. I would say provide sergsz with a free roster cut, promote Minor, and award him a supplemental pick for this year.
