Both Fanduel and Draftkings operate in the UK, but I'm not sure about Ireland. DK is/was set to expand in Europe under a Malta license, focus on Germany but spreading beyond - not sure if that's gone live yet.

Other European operators include Oulala and Mondogoal - both have transitioned more to a B2B product, though not sure in which jurisdictions they operate for their B2C model, if it still exists.

Mondogoal used to be a consumer-facing site (B2C); i.e. you go to mondogoal.com as a consumer and play DFS. But a few months ago they shut their B2C site and their platform is now licensed by third parties (B2B). E.g. there's a network of Italian-regulated gaming sites that have a Mondogoal-powered DFS vertical.
It's kind of how MPN/Microgaming is B2B (their customers are the skins on the network, not the players).
