What is the maximum number of outs you can have vs a single pair holding no pair on the flop? What is the maximum number of outs you can have vs a single pair holding no pair on the flop?

I need the answer for some work I'm doing, here are the conditions:

1) NLHE
2) We are on the flop
3) We do not have a pair or better
4) Villain has a pair (even a pocket pair as hole cards if you want)
5) You can choose the board and the holdings, as long as the previous points are respected.

Which is the maximum number of outs we could have, considering the best situation possible?

My guess is 23, but I want to be sure not to miss something. I do not want to influence you in any way, so I'll explain how I got 23 after few answers

Well, I get 21. But if the board is paired we can have 23 outs. But then technically we have a pair.

Open-ended straight flush draw and two overs has 21 immediate outs, doesn't it? I can't immediately think of what sort of sorcery would provide more than that.

Or better still flop over quads. Perfect perfect still no good, you can have the whole deck.

15 for OESD
6 for overcards
3 Eights
2 Fours

i guess it's 23 outs for OESFD+overcards:

9 outs for FD
8 outs for OESD
6 outs for overcards

for example you hold 9dTd on 8d7d4s and villain holds 2s2h, if turn pairs the board with an 8 or 7 you will have 28 outs, if a four that's not a diamond comes you will have 27 outs (no 4d or 2d allowed OTR)

If you consider 9 outs for the flush, you have to remove 2 from the straight (since we already counted them for the flush)

Yep. With KQcc on JcTcTd, underpairs like 22 get counterfeited by 3 jacks, so we have 24 outs in that spot.
