Transitioning Preflop Ranges

I am working on constructing a preflop range for tournament play and it occurred to me that as chip stack becomes smaller relative to the BB we skew our range towards value.
For example with 100BB our opening and 3bet range from mid position will have some portion of bluffs depending on our opponent ranges. But when we get down to 10BB push fold charts have no bluffs in our range. Is this because we get called so often with a small stack?
Also how to we make that transition from having bluffs in our range to having no bluffs? Just slowly bluff less and less as our stack to BB ratio goes down?
