Individual river mistakes are more costly in NLH, because that's where the pot is biggest, but they don't happen as often, as most hands don't reach the river, ldo. Note also that this means players have less experience of river play than pre-flop play, and they are naturally more likely to make mistakes in the unfamiliar spots.
This is a bit unscientific, but in these stats from a 1001 hand session against Snowie, I made more errors on the flop and turn than anywhere else (I only made 12 pre-flop errors despite having over a thousand opportunities to make them), but my river errors (including 2 huge blunders) cost me the most EV by far.
