2 fish, 2 players playing GTO and 2 players playing an exploitative strategy.

They play 1 million hands while randomly shuffling seats every 1k hands so everyone has every position equally on each opponent. The fish also have unlimited bankrolls and there is no rake. The fish play a 30/6 loose passive style and will not adjust their play.

Which strategy wins the most money. GTO or exploitative?

So we more or less know what a GTO strategy is. But what in this case defines the exploitative strategy? If you define it as "the strategy that makes the most money" then it will always beat or tie the GTO strategy, because, if the GTO strategy is the strategy that makes the most money then it will be equivalent to the exploitative strategy.

The problem here is that there is not a single notion of what "exploitative" means

Fair point and maybe there never is a solid answer. I would assume the exploitative players are exploiting the fishes leaks while GTO players are not adjusting their game.

In this case the GTO players should win over exploitative players but the exploitative players should win over the fish but if the GTO players are not maximizing EV over the fish then who wins the most? I would assume the GTO players would in this scenario since they are winning money off all players. I am obviously just guessing here though.

Exploitative. GTO is best against other GTO players and unknowns. Exploitative strategy players will be forced to play optimally anyway, against the GTO players, and in this specific situation they will fleece the fish.

The thing is that they are playing exploitable in this example. We don't know from the OP whether that means they will actually be playing 0EV against the GTO players. If they don't then the GTO will have twice as many players to profit from and although they win less from the fish they do gain profit.

The closest thing to an exploitative strategy against a GTO player, is GTO. So I think, to employ perfect exploitative strategy, you would also need to be able to play GTO.

I think a better question would be:
"3-way, If player A is using an exploitative strategy vs fish, and this same strategy vs the GTO opponent (he's losing vs GTO), who will be making more profit, player A or GTO player?"

Well, playing exploitative vs a GTO player means playing GTO, so:
GTO>fish
Exploitative>>>fish
GTO = Exploitative

Then I guess exploitative is winning the most.
