In a $100 game where the pot is $12 on the flop and the cbet is $6 often posters will say bet more on the flop, but if you watch high stakes players many of them have a default cbet of 1/3 or 1/2. Should there be a difference between betsizing for small vs high stakes?

Yes. Your competition is typically completely different at small stakes compared to high stakes.

The reason to change betting sizes, or frequencies, or your ranges, etc, etc, has the most to do with how your competition responds to your actions.

So it's not an inherent function of stakes. If I play *you* HU, then my frequencies should be the same at .01/.02, 1/2 or 100/200. But if I play a typical .01/.02 player they should be different than the typical 100/200 player.

Different how? I couldn't tell you - I don't play HU at 100/200 or .01/.02.

When u face stronger opponent u want to adjust you bet sizes to the betting ranges u want to use. Vs weaker players u can easily split u sizing regarding your hand and for example, bet big for value and bluff small (or bet small for thin value)..

Speculation so I'm probably wrong but the propensity to valuebet extremely thin is more common at highstakes. Wouldn't this lend itself to smaller sizing in many situations, as it gives a better price to call with marginal holdings.
