You already got the important answer which is that no one holds the rights to the forms of poker played in poker rooms. There is a 0% chance a casino will actually pay you to play a game when all the popular forms of poker are already free.
In theory though, and this is a theory forum, I'm not a lawyer but I'm coming up empty with casual googling on anything that could stop you legally from copyrighting your own form of poker. A lot of the table games played in a casino (not in poker rooms) are copyrighted and owned by
SHFL which manufactures tables and machines. But that's more of just a package deal of selling the game along with the tables.

To get a game in a
