In the long run everyone gets dealt ecactly same cards. In the very, very long run everyone gets put in exactly same spots. Every decision everyone makes has either positive, neutral or negative expected value. In the end, everything boils down to making +EV decisions. So, in short poker's very close to 100% skill. IMO.

Ironically, when all the players in a poker game are playing with maximal possible skill, the game results will also be 100% based on luck. When there is a mix of players with no skill with those with high skill, the game results will largely be based on skill.

Define it in a way that I can apply it mathematically. Then I'll get back to you. Also under almost any definition of luck the answer has to be qualified with "over what number of hands". The effect of randomness in 1 hand of poker is way more than the amount of randomness in a million.

On any given 40 hour sample 80% skill 20% luck. On any given 200 hour sample 90% skill 10% luck. On any given 2000 hour sample 99% skill 1% luck.
