How much do you quantify "Unlikely"

When you use the word "Unlikely", how much do you quantify it ? 10%, 20 % ?

Eg : He is unlikely to have a set in this spot.

Re: How much do you quantify "Unlikely"

You want people to assign a specific percentage to a term as situational as "unlikely?"
