he has a frequency of 3betting 15.1% of the hands preflop in a certain positional play, and refers as "valuerange" the top 25% absolute value hands (3.75% handrange, or 50 combinations) on a certain flop.
the flop texture/dynamic indicates how many bluffing combos you can fire GTO-wise, i suggest you try some simulation with flopzilla. if you can have multiple 8+ outs combinations on a flop you can cbet all of your combos except bad underpairs. if the flop is mega-dry (theoretically 0 outs with bluffs), you have to balance it to 3:1 ration ([value]:[air]) and checking the remaining ~65% (balance the xf-s with check/continue range as well!)
