How do you understand ED Miller's frequency-based play?

In ED'book 1%, the theory of frequency-based, I have a little confuse about it, what is difference with range? Does the concept of Range had behind the time？
ED also say, when you use frequency-based paly, you needn't read hand...do we really needn't read hand？？awesome! but in really world some people can open 20 tables...
who can help me...

his concept is just about playing frequencies so that you are unexploitable to bet with ATC. but TBH at low stakes games that isn't even an issue since they are just playing their cards for the most part anyway. I wouldn't worry about it unless you are playing midstakes against creative thinking opponents.
