$20 street game, rules if not explicitly stated
need a ruling... no rules have been stated prior to the game.
street game for $20, a player picks up a piece with one hand, moves it to capture another piece, and picks up the captured piece from the board with his other hand. that hand is completely removed from the board (with the captured piece).
he places his piece down and holds a finger to it. then decides he does not like his move.
is he committed to that move?

what exactly makes him committed? is it that he simply touched his piece? that he moved it from its square? that he removed the captured piece?

touching your piece -> you have to move that piece.
touching opponents piece -> you have to capture that piece.

No....in a street game if you are using the clock its clock move...You can move another piece as long as you dont hit the clock

Really? I have never heard of this rule and I have played 10 years. I think he is not committed to the move. But of course I have not really read a rule book.

That is my experience in non-tourney games including for money.
Anyhow, touch move is the most ridiculous rule ever. It's a nice idea to stop people from picking up every single piece just to see how a move would look, but the rule is like using a sledge hammer to squash a fly.
It also leads to the really strange and invariably controversial situation in blitz where a turn and a move are not the same thing and somebody can start moving their piece before you've even hit your clock.

It perhaps depends on what exactly you mean by "street game", I don't know if the image in my head matches the reality of the situation. I would think, though, that in a street game touch move probably would not apply, assuming you have a clock. Clock move, as mightytiny and Do it Right have said, sounds appropriate to me.
Without a clock, in a street game, I would think the rules normally used by casual non-tournament players would be the best default. Your move is official when you let go of the piece that's being moved. It's ridiculous, but most people who've never played real chess think it's "the rule". Street chess seems like a place where the majority opinion would carry more weight than the rulebook for a question like "at what point is the move considered official?"
Either way, claiming touch move in a street game would be like calling a hand-checking foul in Rucker Park.

You call touch move ridiculous and then immediately say something which is EXACTLY why it is an absolutely necessary rule. Solid logic there :O
