You never considered it has something to do with the biological aging process? For example, the development of the human brain?
A child's brain and a teenager's brain are notably different to that of an adult. Our laws and rules reflect this. Children and teenagers are not held as strongly responsible for all their bad decisions, due to them having the handicap, of an under-developed brain.
Maturity is a separate concept. I know 68 year olds who are still teenagers in terms of disposition.
