Closer to the driver's licence. There's aspects to adulthood in terms of physical and mental development. We think of an adult as someone who is developed enough to make their own decisions and be legally responsible for them.
I don't think we need to add a whole bunch of stuff about being a good person. It's just a stage in human development and as such covers the full spectrum of human behaviours and attitudes.
