Intelligent Design freaks often try to get their crap in schools by claiming that children should be taught all the different theories out there, and they should then make their own decision what's right blah blah blah. Their banner for this line is "Teach the controversy" - the "controversy" between evolution theory and creationism.

The picture, as far as I can make out, mocks this by saying, teach the controversy between the theory that Earth and people actually exist, and the theory that Earth along with all the people on it is actually just a sick dream of an octopus-head alien thingy with rudimentary wings.
