I have known many people who were willing to attend churches, wear special religious items, or even (loosely) pray with people when a significant/special occasion called for it, who did so not because of a religious belief, but because of a belief in human solidarity and out of respect for another person.
This cross was clearly a place in which real human solidarity occurred, and while I agree it's very likely that Christians saw in it a significance that is unarguable, to write the name "Jesus" on it, after the fact even, is to declare that the significance of the cross was distinctly Christian and religious, and changes the narrative to one that isn't worthy of a memorial erected in respect of something much different than Christianity or Jesus centered thoughts and values.
