The link says that the fee will be waived when you buy the one year package. I am interested but I dont want to buy a whole year.

Ignore the graphic -- if you purchase 1 month, the signup fee will be waived as long as you do it before April 8.

is this only for new members ? i had a membership an year and half ago. I'm logged in to that and when I type in usename, password and email after selecting the plan I'm told 'username already exists' ? ( I used the link provided here )

You don't need to use the link. Just log in to your account, then go to the CR homepage and click the My Account link at the bottom of the page. You should then see a link that says, "Upgrade to Premium Member."
