tldr; seems like the drivers should know where their designated pick up spots are. and F whatever the hell that rate multiplier was.
Surge pricing. Well documented piece of their pricing system. It is designed to get drivers to swarm around places with higher demand, until the supply and demand level out. Then it will return to regular pricing. It is always temporary.
As for drivers' level of knowledge, you'll find it to be generally lower than that of cab drivers (although I've had my share of moron cab drivers). You get what you pay for.
