This works with CET phone reservations and pretty much 90% of most places in life where there is any decent level of customer service...just ask for them to waive it for you!
Probably won't work at Walmart but any hotel, restaurant, or store that isn't bargain basement will waive a fee or extend a discount to a polite and respectful customer. It never hurts to ask.
Even had the resort fee waived in Vegas a few times but no guarantees.
