Yeah, people who smoke joints, share with their friends, or use other inefficient methods use much more than people who use efficient methods.
I smoke everyday, often 2 or 3 times, generally using a bong or a pipe or a vape, and 1/4 of an oz easily lasts 2 months. If I wanted to stretch it out and be most efficient, I could easily have the same highs and make it last 3 months. I also prefer to have a very functional high, as opposed to people who like to knock themselves out. Just like how some people enjoy having 1 or 2 or 3 beers, and some people want to get "wasted"
Joints are incredibly inefficient compared to bongs/pipes/vapes. It will use up 5-10 times as much easily to get the same high.
A huge variable in getting high is how long you hold the smoke in. You can smoke huge amounts, but if you smoke joints like they're cigarettes you won't even really get high. Whereas you can smoke a much smaller amount, and get high, if you hold the smoke in for 10 or more seconds. 10 seconds is a good minimum. If you aren't holding the smoke in that long, you are pretty much wasting it. 15 seconds is better, and 20 seconds better still.
And yet another variable is how potent the stuff is. And of course your tolerance builds up over time.
