A friend accompanying me would like to play Omaha Hi/Lo in LV while we are in town and I am playing in WSOP/Venetian/etc tournaments. Any place that runs this pretty consistently?

You will likely get better info in the O8 forum but here's what to expect:
1) Orleans will have 1-3 tables of 4-8 LO8 and 1-3 tables of 8-16 LO8 (3 full tables with waiting lists at peak times). Virtually a 100% chance there is a game going at any given time, just a matter of getting a seat. This is the casino known for LO8.
2) Bellagio should have a 20-40 LO8 game going (1-2 tables) unless it temporarily moves to the Rio cash games (doubt it).
3) The cash games at Rio will have a mix of games that may or may not get off, including 10-20, 15-30, 20-40, 40-80, 75-150, higher??? ... The higher stake games are more likely to run around the time of the LO8 events. If PLO8 is your thing, there may be 1-2 or 2-5 PLO8 but it's somewhat rare. If Big O8 is your thing, I think I've seen at least a list if not an actual table going once. Basically, if you don't see what you want, start a list, cross your fingers but don't expect it to go.
4) Venetian used to get 4-8, 8-16 and 15-30 LO8 and a rare 1-2 PLO8 game going. Their regular O8 game moved to Bellagio, I believe. I would say there is a decent chance a game flares up for a few hours each night during the WSOP, but don't count on it.
5) You can find low stakes (4-8) LO8 at a few other random properties like Boulder Station and Red Rock, I believe. Boulder Station will have 1-3 tables going pretty consistently.

If I may add, there are multiple 20/40 with half kill LO8 games daily at the Rio during WSOP.

Are those in WSOP cash game area or Rio's normal poker room?

Cash game area.

Also I heard one of the floor at Orleans say they're gonna run a 15/30 OE game during the series too.

In cash game section of Rio's Pavilion room.

The Orleans room had 15/30 OE last year.

Last year they had it in April / May, and then _stopped_ it when the WSOP started. There were players who wanted to continue to play it, but the room stopped starting up tables.

Boulder station is high only

Made good money playing BigO8 two years ago at Rio during the series.

It can play pretty big so swings could be huge if you get unlucky, but....
