Actually, that's how businesses like Gazelle.com work.
I have many relatives outside of US/Canada, and I can tell you that the same phones often sell for MULTIPLES of the prices here.
The reason is that US phone prices are heavily subsidized by the wireless carriers, who subsidizes the phones but make their money back by locking you into lucrative long term contracts. This is why they don't let you get upgrades all the time, b/c that would be too costly. This is also why phones with and without a contract would have such a big price difference.
Furthermore, in other countries, to help the local handset makers, imported phones often get slapped with ridiculous tariffs.
For example, on Gazelle right now, they are offering to buy moderate conditioned (ie. middle 80%) phoens for $313. Are they idiots? Of course not.
It's b/c ridiculous stuff like this: iPhone 4GS sold in Taiwan for $725 USD WITH A CONTRACT. wtf!!!!!
