You can get your Diamond card as soon as you hit 15k points (i.e. The same day). However, they don't immediately credit the bonuses for hitting 500/1000/2000 TCs in a day; these sometimes take up to two days to be added. And longer term bonuses like the Quest for Rewards won't credit until after to the promotion periods ends. So if you are counting on a bonus getting you over the top, you may need to wait.

For the gyms, you also get access to the spas at several properties which I believe ISN'T included in the resort fee. I enjoy relaxing in the spas but I know some people don't get it so it's okay.

I've gone to the Caesars Diamond lounge several times a year for the past seven years, most recently last week. The rotation of food options in my experience has been exactly the same each and every year. No better, no worse, ever. They do have a much better selection of liquor than you can get in the casino or poker room.
The selection of free show tickets has definitely deteriorated though.
