He went to a bar in a hotel, ordered drinks and was asked to pay for it. Sounds pretty standard so far? $51 is pretty expensive, but not totally out of line with what you pay at other 5 star resorts. Last time I went to the bar next to the Bellagio sports book, which was at least 6-7 years ago, two long drinks were $40 including tax and tip.
Comped drinks are for people while they gamble. If you walk up to the bar, tip the guy $10 and tell him you've been waiting for ages to get a comped drink, he might be willing to help you out. Otherwise he will assume you are not gambling right now and charge you the regular bar price for your drinks.
