In general if I want references my goal is to find out:
1. if you've made similar transactions in the past
2. if you have stuff to lose
So for example if you're a coach and you're making a bunch coaching that's a huge plus to me given that if you rip me off I can probably end most of your business. Similarly if I'm buying action from you and you've previously paid out a huge package or done a large transfer where you've sent last, that helps as well. But hearing that random2p2er has you on skype and thinks you're honest doesn't help me in the slightest.
Similarly as a reference you have to realize what's going on. First of all it's been said before but be careful how you use the word vouch as some might take it to mean its literal meaning which I've rarely heard poker players actually want to use. If you're being contacted as part of being a reference for someone it's not a yes/no question, they generally want to know your interactions with them and why you think you can trust them. By being a reference in the first place we already know the answer is likely yes you think we can trust them, we want to know why.
These are good points and definitely good tips.
But, I think a lot of this falls into the lap of who is asking the reference questions. A followup question to "I can vouch for him" of "why?" can often give you the information that you need.
Aside from that maybe adding something similar like this to the sticky might not be a bad idea.
