no ones winning at table

the last couple times i have been playing 1-3 and its like there was barley any money changing places. i was playing 1-3 and over the course of 5 hours
there were only 2 rebuys by the sam person and he only bought in for 100 each time and 1 guy lost his 150 and left the table, but at the end of 5 hours noone had more than 450. only chouce i have is to play higher, but i am not confidient enough in my skills to play 2-5, but the 1-2 game is horrible as in ppl fold to $10 raise.
do i just need to play loose and crazy at the 1-3

Its a nitty game and sometimes in those games not much money changes hands unless there's a cooler. AA vs. KK pre etc. flopped set vs. flopped flush. You can choose to open up your game but if people start playing back you will be in tough spots with marginal hands. It depends how confident you are in your reads, your game, barreling, bluffing tight players etc. If you move up, you might have a better chance to win big occasionally but if the skill level at the table is superior, you are also a lot more likely to lose big.
